Amends Arkansas Code § 9-27-341(b)(3)(B)(ix)(a) to specify grounds for involuntary termination of parental rights based on criminal conduct and aggravated circumstances.

Allows termination when a parent commits or aids in murder, manslaughter, or felony battery resulting in serious bodily injury to a juvenile.

Permits termination when a parent subjects a juvenile to aggravated circumstances, including abandonment, chronic abuse, extreme cruelty, sexual abuse, or when family reunification is unlikely.

Defines aggravated circumstances to include when a juvenile is removed from parental custody and placed in foster care or with another person three or more times within a fifteen-month period.

Establishes termination grounds when parental rights have been previously involuntarily terminated as to a sibling or when a parent abandons an infant as defined in § 9-27-303(1).
