Reduces the number of licensed building contractors on the Advisory Committee on Public School Academic Facilities from 2 to 1, selected from a list of 3 names instead of 6 names submitted by the Arkansas Chapter of the Associated General Contractors of America.

Reduces the number of licensed architects on the committee from 2 to 1, selected from lists submitted by the Arkansas Chapter of the American Institute of Architects.

Increases the number of persons selected by the Commission for Arkansas Public School Academic Facilities and Transportation from 1 to 2 members, with one knowledgeable in educational technology applications and strategies.

Changes appointment authority by requiring the Commission for Public School Academic Facilities and Transportation to appoint all committee members and repeals prior temporary appointment provisions in Acts 2013, No. 1422.

Requires the committee to meet at least once annually and conduct a comprehensive review by July 31, 2018 analyzing the Academic Facilities Partnership Program, wealth index, project prioritization, funding cycles, enrollment projections, and district compliance with computerized maintenance management systems.
