Amends Arkansas Code § 7-9-107 to modify the Attorney General's authority over initiative and referendum petition ballot titles and popular names before circulation.

Changes the Attorney General's discretion from "may" to "shall" reject misleading ballot titles that would confuse voters about whether a "FOR" or "AGAINST" vote represents their intended position.

Adds subsection (c) allowing the Attorney General to reject entire ballot titles, popular names, and petitions if they are misleading or designed to confuse voter intent, requiring petitioners to redesign the measure.

Maintains the existing 10-day review period for the Attorney General to approve, certify, or substitute ballot titles and popular names.

Repeals former subsections (e) and (f) of the statute.
