Removes requirement that rules and regulations promulgated by the Division of Sanitarian Services regarding individual sewage disposal systems be reviewed by House and Senate Interim Committees on Public Health, Welfare, and Labor before adoption.

Repeals provisions requiring review of rules by House and Senate Interim Committees for local health authorities, plumbers, water system operators, and commercial medical waste disposal.

Modifies state board of health rulemaking authority language from "shall have the authority to" to "may" adopt rules and removes associated legislative review requirements in multiple code sections.

Maintains existing review requirements for emergency medical services rules by the Legislative Council under § 10-3-309, with Governor approval required for Emergency Medical Services Advisory Council rules.

Consolidates and clarifies legislative review procedures for State Board of Health rules, removing redundant language while preserving review by appropriate House and Senate committees or subcommittees in some sections.
