AR HB1944

Establishes the Grant Advisory Board to assist beneficiaries of Victims of Crime Act, STOP Violence Against Women Act, and Family Violence Prevention and Services Act federal funds by providing review and advice on grant processes and hearing grievances.

Board composition includes 2 representatives each from the Arkansas Coalition Against Sexual Assault, Arkansas Coalition Against Domestic Violence, Arkansas Court Appointed Special Advocate Association, and Prosecution Coordination Commission; 1 representative from the Criminal Justice Institute Advisory Board; and 1 representative each from other advisory bodies as determined necessary.

Prohibits state agencies from disbursing funds under these three federal programs without providing the Grant Advisory Board an opportunity to review and advise on grant processes and funding decisions.

Requires board members with financial interests in organizations seeking grant funding to recuse themselves from voting on those matters, though they may participate in discussions.

Mandates state agencies promulgate rules and regulations consistent with federal law setting forth policies and procedures for fund administration and disbursement, after receiving Grant Advisory Board review and recommendations.
