Requires municipalities to coordinate with the Arkansas Geographic Information Systems Office when preparing legal descriptions and digital mapping for charter surrenders.

Establishes a 45-day timeline for city clerks to notify county clerks of municipal boundary changes (annexations, consolidations, detachments, charter surrenders, disincorporations), with county clerks forwarding notice to the Secretary of State within 30 days.

Requires municipalities to notify the Secretary of State and affected county clerks within 14 days of receiving court summons or judgments concerning municipal boundary changes.

Mandates the Secretary of State forward boundary change notices and records within 30 days to the Arkansas Geographic Information Systems Office, Tax Division of the Arkansas Public Service Commission, Arkansas State Highway and Transportation Department, and Department of Finance and Administration.

Declares an emergency effective March 27, 2017, requiring municipal boundary changes to be reported to the U.S. Census Bureau by May 31, 2018, for inclusion in the 2020 Federal Decennial Census.
