HB1968 Summary

• Repeals Arkansas Code § 9-30-105(a)(4) removing the State Child Abuse and Neglect Prevention Board's duty to adopt rules for home visitation programs under § 20-78-901 et seq.

• Repeals Arkansas Code § 20-7-139 eliminating the State Board of Health's authority to adopt home visitation program rules.

• Repeals Arkansas Code Title 20, Chapter 78, Subchapter 9 which contained the entire statutory framework governing home visitation programs, including definitions, oversight requirements, evidence-based program standards, and outcomes measurement.

• Repeals Arkansas Code § 25-10-142 removing the Department of Human Services' requirement to adopt rules implementing home visitation programs in cooperation with the State Child Abuse and Neglect Prevention Board and Department of Health.

• Eliminates state-level home visitation program infrastructure and requirements for oversight, data collection, outcomes measurement, and annual reporting to the Legislative Council and Governor.
