Allows persons convicted of a federal felony classified as nonviolent by Congress to possess firearms if 10 years have elapsed since completion of their sentence, including payment of all fines, fees, and restitution, and they have no other prior felony convictions under state or federal law.

Requires individuals with nonviolent federal felony convictions to submit to a background check conducted by the Department of Arkansas State Police at their own expense.

Directs the Director of the Department of Arkansas State Police to notify the Arkansas Crime Information Center upon verification that a person is permitted to possess or own a firearm under this section.

Requires the Arkansas Crime Information Center to enter a notation into the person's criminal history and law enforcement accessible records indicating they may lawfully possess or own a firearm under Arkansas law despite their federal felony conviction.
