Amends Arkansas Constitution Amendment 98 (Medical Marijuana Amendment of 2016) to add new smoking restrictions and prohibitions on marijuana use.

Prohibits smoking marijuana in locations where tobacco smoking is prohibited by law, in the presence of anyone under 21 years old, inside any motor vehicle or aircraft, knowingly in the presence of a pregnant woman, and in places where secondhand smoke would cause unauthorized persons to become impaired.

Prohibits smoking marijuana for medical use by persons under 21 years of age and in the presence of minors (persons under 18 years old), with such violations constituting grounds for child abuse investigation under state law.

Requires the Department of Health to include warning labels on all marijuana for medical use processed or sold for smoking that communicates health and safety risks and lists places and conditions where smoking marijuana for medical use is illegal in Arkansas.
