HB 1991 Summary

• Prohibits dispensaries from using self-service machines or vending machines for purchasing and dispensing medical marijuana

• Prohibits individuals from using marijuana or being intoxicated by marijuana while at a dispensary or cultivation facility

• Requires dispensaries and cultivation facilities to restrict access to individuals with current registry identification cards or those legally authorized to be present, with exceptions allowing parents to accompany qualifying children

• Mandates all usable marijuana and marijuana-infused products be packaged in child-proof packaging meeting federal testing standards under 16 C.F.R. § 1700.20

• Limits food or drink infused with usable marijuana to a maximum of 10 milligrams of active tetrahydrocannabinol per portion, with portions physically demarked or entire product limited to 10 milligrams if portions cannot be determined
