AR HB2001

Adds new section 17-25-317 to Arkansas Code authorizing the Contractors Licensing Board to suspend or revoke a contractor's license if found to knowingly employ workers without legal authorization to work in the United States, either directly or through subcontractors.

Defines "worker without legal authorization to work in the United States" as an individual unable to present valid documentation of identity and work authorization as required by Federal Form I-9 as of January 1, 2011.

Provides affirmative defense: contractors using the federal E-Verify system to verify employment eligibility of all workers shall not be found to have knowingly employed unauthorized workers.

Limits contractor liability for subcontractor workers if a written agreement requires the subcontractor to verify workers' legal status through E-Verify.

Directs the Contractors Licensing Board to promulgate rules necessary to implement the provisions of this section.
