Adds Arkansas Code 20-10-604 establishing the Nutrition Services Incentive Program framework for distributing federal funds under the Older Americans Act of 1965 (42 U.S.C. § 3056 et seq.) to area agencies on aging.

Defines "raw food costs" as expenses associated with preparing meals approved by a licensed dietician, excluding paper products, cleaning supplies, condiments, tea, coffee, doughnuts, cake, and other non-meal-related consumables.

Requires annual Nutrition Services Incentive Program funds to be distributed to area agencies on aging based on the proportion of meals each agency provided during the immediately preceding fiscal year compared to all agencies' combined total.

Allows area agencies on aging to submit monthly reimbursement claims for raw food costs not exceeding one-twelfth of their annual allocation, based on actual expenditures from the preceding month.

Directs the Division of Aging and Adult Services of the Department of Human Services to promulgate rules to implement the program.
