Amends Arkansas Code § 16-81-109 to prohibit bail posting by minors unless the minor is the defendant, is accompanied by a parent or guardian, or a court orders otherwise.

Revises Arkansas Code § 16-84-106 to clarify that attorneys, court clerks, sheriffs, police chiefs, law enforcement officers, and minors (except under specified conditions) cannot serve as personal guarantors or sureties in criminal proceedings.

Creates new Arkansas Code § 17-19-307 prohibiting licensed bail bondsmen from accepting money or collateral from minors for bond premiums unless the minor is the defendant, accompanied by a parent or guardian, or ordered by a court.
