Amends Arkansas Code § 3-4-205 to define "individual" as a natural person, explicitly excluding spouses and relatives by blood or marriage from being considered the same individual for permit purposes.

Redefines "vested permits" as multiple retail liquor permits lawfully issued prior to July 19, 1971, clarifying they apply to individuals, firms, or corporations.

Prohibits issuance of new or replacement retail liquor permits to any individual, firm, or corporation that holds any interest in another retail liquor permit, regardless of the degree of interest.

Restricts each retail liquor permit to apply only to one location and prohibits permit holders from receiving direct or indirect financial benefits from liquor sales at any location other than the permitted location.
