Effective July 1, 2017, suspends an obligor's child support obligation to $0.00 during periods of incarceration, unless the obligor has means to pay while incarcerated.

Requires obligors to notify the sentencing court of their child support obligation and complete an affidavit of indigency at the time of sentencing to incarceration.

Obligates the sentencing court to provide the child support order court with the sentencing order and affidavit, and requires that court to determine whether the obligor has means to pay and notify the obligee and child support office.

Allows obligors to petition for adjustment of arrears accumulated during incarceration if they can prove the incarceration period and lack of means to pay, but courts may deny the petition if incarceration resulted from family violence offenses or failure to comply with child support court orders.

Directs the Arkansas Judicial Council to develop necessary forms for implementation by July 1, 2017.
