Amends Arkansas Code § 3-4-205 to define key terms including "Franchise Agreement," "Franchisee," and "Vested permit" (permits lawfully issued prior to July 19, 1971)

Adds exception allowing franchisees to hold multiple retail liquor permits under a franchise agreement, while maintaining prohibition on other persons, firms, or corporations holding interests in more than one retail liquor permit

Specifies that the Alcoholic Beverage Control Division shall deem a franchisee as the holder of one retail liquor permit regardless of the number of locations operated under the franchise agreement

Grandfathers existing retail liquor permits held on July 19, 1971, and continued to be held on August 13, 1993, as "vested permits" exempt from the multiple permit prohibition

Clarifies that each retail liquor permit applies to only one location and prohibits direct or indirect financial benefits from liquor sales at locations other than the permitted location
