Increases speed limit on controlled-access highways from 75 m.p.h. to allow the State Highway Commission to set maximum speeds based on engineering and traffic investigations.

Raises speed limit for other motor vehicles in non-urban locations from 60 m.p.h. to 65 m.p.h., while maintaining 50 m.p.h. for trucks of one-and-one-half-ton capacity or more.

Repeals Arkansas Code § 27-51-203 regarding the State Highway Commission's authority to establish speed limits on the state highway system.

Requires trucks with capacity of one-and-one-half tons or more to have a maximum speed 10 m.p.h. below the maximum permissible speed for automobiles on controlled-access highways.

Maintains 30 m.p.h. speed limit for oversize/overweight vehicles exceeding 64,000 pounds gross load and for vehicles in urban districts.
