Amends Arkansas Code § 7-7-103(a)(1) to require independent candidates for state, county, township, or district offices to file a political practices pledge, affidavit of eligibility, petition, and notice of candidacy during the party filing period for the election year.

Removes the requirement that independent candidates file a petition as a separate condition, consolidating filing requirements into the party filing period.

Amends Arkansas Code § 7-7-103(b)(1)(A) to establish a May 1 filing deadline at 12:00 noon for independent candidates to furnish petitions signed by not less than 3% of qualified electors in their jurisdiction.

Maintains signature requirements capping district, county, or township office petitions at a maximum of 2,000 signatures.
