Protects incomplete petition signatures from being struck and prohibits disqualification of petitions due to clerical or technical errors by petitioners, canvassers, clerks, notaries, judges, or justices of the peace.

Requires ballot title challenges to be filed within 30 days of Attorney General approval and changes notice publication requirements to provide a link to the Secretary of State's website instead of complete text.

Reduces the contest filing deadline for election results from 60 days to 30 days after vote certification and requires paid canvassers' names and addresses to be submitted to the Secretary of State before petition signatures are collected.

Mandates canvassing companies provide state and federal background checks on all owners and employees and post a $100,000 bond to protect against legal actions related to signatures.
