Establishes a $100 reinstatement fee multiplied by the number of administrative orders to suspend, revoke, or cancel a driver's license, with specified exceptions.

Allows individuals whose driving privileges are suspended solely due to outstanding reinstatement fees to pay one $100 fee covering all suspension orders if they have paid all associated court costs, fines, and fees, graduated from a specialty court program (drug court, HOPE court, or veterans court), and provided a reinstatement letter from the Department of Finance and Administration.

Limits the reduced fee option to one use per person and prohibits it from applying to fees ordered under certain statutes or for commercial driving privileges reinstatement.

Authorizes interception of state income tax refunds to offset outstanding reinstatement fees upon notice to the taxpayer.

Makes the act effective September 1, 2017 through January 15, 2019, with the Department of Finance and Administration required to submit annual reports on eligible participants, reinstatements, and amounts paid or written off.
