Amends small farm winery shipping regulations by allowing direct shipment of wine to private residents without requiring prior in-person purchase, subject to age verification and one case per resident per month limit.

Requires all shipped wine containers to be labeled "CONTAINS ALCOHOL: SIGNATURE OF PERSON AGE 21 OR OLDER REQUIRED FOR DELIVERY."

Small farm wineries must collect and remit all applicable sales and excise taxes based on the purchaser's delivery address and maintain records of each shipment including recipient name, address, and shipping date.

Changes permit issuance process from initial allocation of 30 permits to notification of eligible wineries with subsequent competitive drawing process; subsequent years allow up to 5 additional permits through application and drawing if applicants exceed availability.

Establishes initial permit fee at $25.00 with $50.00 renewal fee annually (later reduced to $25.00 renewal fee); requires proof of at least 800 gallons production in previous calendar year as shown on TTB Form 5120-17.
