Amends Arkansas Code § 27-67-306 to extend the maximum lease period for state highway right-of-way property from one (1) year to five (5) years.

Authorizes the State Highway Commission to execute lease or rental agreements for real property and rights-of-way owned by the commission when use for highway purposes is not immediately contemplated.

Extends the notice period for removal of buildings or other structures on leased property from ten (10) days to thirty (30) days after lease expiration.

Requires removal of structures to occur at no expense to the state.
