Requires each state-supported institution of higher education and each state-supported postsecondary institution with an enrollment of 20,000 or more students to establish a vote center on its campus under § 7-1-113.

Directs the Secretary of State to promulgate rules designating electronic equipment to verify voter registration records and establishing standards for maintenance, testing, and backup of vote center equipment.

Requires rules to establish standards for secure electronic connections between vote centers and county computerized registration books.

Mandates procedures for vote center operations in the event of electronic system failure.

Requires the Secretary of State to provide guidelines for establishment of voter centers on qualifying higher education and postsecondary institution campuses.
