Increases the threshold for "small procurements" from $10,000 to $20,000, allowing purchases up to $20,000 to be made without seeking competitive bids.

Raises the competitive sealed bidding threshold from $50,000 to $75,000, requiring contracts exceeding $75,000 to be awarded through competitive sealed bidding unless the agency determines this method is not practicable.

Updates the competitive bidding range to apply to contracts exceeding $20,000 but not exceeding $75,000, allowing use of competitive bidding procedures within this range.

Amends Arkansas Code § 19-11-222(a) to authorize the State Procurement Director to issue requests for qualifications for passenger motor vehicles and trucks to compile qualified vendor lists across multiple areas of the state.
