Establishes the "Vehicle Insurance Database" as an online motor vehicle liability insurance verification system administered by the Department of Finance and Administration in cooperation with the Insurance Commissioner and Department of Arkansas State Police.

Requires motor vehicle liability insurers to provide monthly electronic reports containing vehicle and policy information to the database by the seventh day of each calendar month, with provisions for small insurers unable to meet electronic reporting requirements.

Designates the database as accessible without fee to law enforcement, courts, the Insurance Commissioner, county assessors, and the Department of Finance and Administration to verify compliance with minimum insurance requirements under § 27-22-104.

Allows drivers to rebut a presumption of non-compliance by presenting a proof-of-insurance card issued within the preceding 60 days; requires law enforcement officers to search the database using vehicle information during traffic stops to verify insurance status.

Imposes penalties up to $250 per day on insurance companies that fail to comply with reporting requirements and creates a new notice procedure for vehicle owners found to be uninsured based on database information.
