Amends Arkansas Code § 5-73-320 to modify concealed handgun license requirements for current and former members of the U.S. Armed Forces, National Guard, and reserve components.

Eliminates the requirement for a live-fire qualification issued by the Armed Forces; applicants instead submit a letter from a commanding officer or designee confirming good character and sound judgment.

Requires applicants to submit a department-designated form showing they met military qualification requirements for handgun issuance and operation within one (1) year of application.

Maintains existing documentation requirements including completed application, fingerprints, training instructor certificate, copy of military identification card (if applicable), and passport-style photo (if no Arkansas driver's license).

License issued under this section remains subject to all provisions of the concealed handgun licensing subchapter and Department of Arkansas State Police rules.
