Amends Arkansas Code § 5-4-701 to define "conductor," "engineer," "public transit employee," "railroad or public transit employee," and "railroad management" for purposes of sentence enhancements.

Creates new Arkansas Code § 5-4-705 establishing sentence enhancements when a person purposely selects a railroad or public transit employee as the victim of a crime.

Requires that any indictment or information seeking the enhancement must specify that the enhancement is being sought and include supporting allegations.

Imposes additional imprisonment periods based on conviction level: up to 1 year for Class A or unclassified misdemeanors; 6 months to 2 years for Class C, D, or unclassified felonies; and 2 to 10 years for Class Y, A, or B felonies.
