Repeals Arkansas Code § 7-1-103(a)(4) prohibiting assessment of public employees for political purposes and coercion into political contributions.

Repeals Arkansas Code § 7-1-104(a)(5) and (6) that made it unlawful to threaten or intimidate electors or interfere with voting, except good faith ballot challenges.

Creates new § 7-1-115 establishing voter intimidation offenses as Class D felonies when a person recklessly makes threats, interferes with voting, assesses public employees for political purposes, or obstructs voter assistance.

Bars convicted felons from holding public office or state employment, mandates immediate removal if employed at time of conviction, and subjects sitting office holders to impeachment and removal.

Requires county clerks and election boards to notify local prosecutors and State Board of Election Commissioners of voter intimidation offenses and allows private civil lawsuits by persons intimidated based on race, ethnicity, or religion.
