Creates the Voting and Elections Transparency Act of 2017 as a new subchapter of Arkansas Code Title 7, Chapter 5

Requires county boards of election commissioners to promptly notify voters in writing when their votes are not counted, including absentee and provisional votes, and to state the reason(s) for non-counting

Mandates county clerks send written notification to persons when they register to vote for the first time, when voter registration becomes inactive, or when they are removed or purged from voter registration lists, with 30 days to challenge removal

Prohibits members of State Board of Election Commissioners or county boards of election commissioners from serving as poll workers or poll watchers on behalf of candidates, political parties, or ballot initiatives

Requires the Secretary of State's office to develop and provide a standardized form for documentation required from long-term care and residential care facility residents
