Creates the Medicaid Provider-Led Organized Care Act establishing a system where risk-based provider organizations deliver healthcare services to Medicaid beneficiaries with significant behavioral health needs or intellectual/developmental disabilities on a capitated payment basis.

Designates risk-based provider organizations as insurance companies regulated by the Insurance Commissioner and requires them to maintain a minimum $6 million reserve, obtain statewide enrollment capability, and meet specific licensing milestones between June 2017 and April 2018.

Imposes a 2.5% insurance premium tax on global payments received by risk-based provider organizations, with revenues directed to the Arkansas Medicaid Program Trust Fund, the quality incentive pool, and home and community-based services for individuals with intellectual and developmental disabilities.

Requires risk-based provider organizations to have at least 51% ownership by participating providers and include licensed providers of developmental disabilities services, behavioral health services, hospitals, physicians, and pharmacists as members.

Declares an emergency effective upon Governor's approval to enable healthcare providers to invest in developing these new organizations and ensure efficient use of Medicaid funds.
