• Continues 8 existing special license plates (Ducks Unlimited, Committed to Education, Choose Life, Susan G. Komen Breast Cancer, Boy Scouts of America, Arkansas Cattlemen's Foundation, Organ Donor Awareness, and Arkansas Realtors Association) that were authorized before April 13, 2005.

• Discontinues special license plates on November 13, 2017 if fewer than 5,000 plates have been issued, with option to substitute them with special license plate decals upon request.

• Establishes that special license plate decals will be discontinued if fewer than 250 decals are issued per year for three consecutive years.

• Restricts creation of new special license plate types to instances where an existing plate authorization is repealed and more than 5,000 decals for a special interest group have been issued.

• Allows organizations to collect fees up to $25 for design-use contributions or fundraising purposes from special license plate decals, subject to submission of financial plans and compliance affidavits.
