Amends Arkansas Code § 14-54-904 to authorize cities of the first and second class to negotiate reductions of liens assessed against real property under municipal clearance or public nuisance remediation laws.

Requires lien reductions to be supported by valuable consideration (monetary or non-monetary) and approved by the city's chief administrative officer.

Mandates that cities immediately notify the county tax collector of any negotiated lien reduction and provide the revised lien amount; requires the tax collector to amend records and notify the Commissioner of State Lands if property has been forfeited to the state for tax nonpayment.

Allows cities to contract with collection agencies for lien collection services and to sell or assign liens for fair consideration (which may be less than the full lien amount) to reduce administrative costs or improve collection efforts.
