Amends Arkansas Code § 25-19-105(b)(13) to add a new exemption from the Freedom of Information Act of 1967 for personal contact information held by the Arkansas State Highway and Transportation Department

Exempts home or mobile telephone numbers, personal email addresses, and home addresses of persons contained in files or working papers created during the Right-Of-Way acquisition process

Maintains existing exemption for personal contact information of nonelected state, municipal, school, and county employees, with a provision allowing record custodians to verify an employee's city or county of residence upon request
