• Creates new § 7-11-304 establishing that special election proclamations must be filed at least 75 days before the election date, with special elections held either with primary/general elections or on the Tuesday after the first Monday in May or November

• Moves annual school elections from the third Tuesday in September to the Tuesday after the first Monday in November
