Amends Arkansas Code 27-16-701(d)(1)(B) to redefine "regular attendance" for driver's license and instruction permit applicants under 18 years old to include compliance with school district truancy policies for public, private, or parochial schools, or adult education program policies established by the State Board of Career Education for 16 and 17-year-olds

Repeals Arkansas Code 27-16-701(d)(1)(C), which previously contained a separate definition of "regular attendance" specifically for adult education programs

Adds definition of "special education or related services" to mean an individualized education program under the Individuals with Disabilities Education Improvement Act of 2004 (Pub. L. No. 108-446) or a 504 Plan under the Rehabilitation Act of 1973 (Pub. L. No. 93-112)

Consolidates attendance requirements for minors applying for driving privileges by merging the adult education program standards into the main regular attendance definition rather than maintaining separate standards
