Amends Arkansas Code § 2-36-302 to grant the Northeast Arkansas District Fair Advisory Board authority to determine the fair's location, rather than having it fixed in Craighead County.

Reorganizes the advisory board membership to include representatives from Mississippi, Craighead, Greene, Clay, St. Francis, Cross, Poinsett, Lawrence, Randolph counties, plus representatives from the Three County Fair Association, Tri-County Fair Association, and White County Fair Association.

Establishes that the advisory board may establish the length of time the fair remains in a county (not to exceed 3 years) and must provide 1 year notice before changing locations, with changes requiring a two-thirds vote of a quorum.

Creates an executive board composed of the President and Secretary-Treasurer of the advisory board plus the President and Secretary-Treasurer of the host county's fair association to conduct day-to-day operations.

Requires the advisory board to meet monthly at a central location and mandates the current host county submit financial statements at each monthly meeting.
