Creates the Electric Bicycle Act establishing three classifications for electric bicycles: Class 1 (pedal-assist up to 20 mph), Class 2 (throttle-only up to 20 mph), and Class 3 (pedal-assist up to 28 mph), each with motors less than 750 watts.

Excludes electric bicycles from motorized bicycle definition and exempts them from motor vehicle requirements including insurance, licensing, registration, and operator's licenses.

Requires manufacturers to apply permanent labels identifying the classification number, top assisted speed, and motor wattage on each electric bicycle effective January 1, 2018.

Restricts operation of Class 3 electric bicycles to persons age 16 and older and requires anyone under 21 operating or riding as a passenger on a Class 3 bike to wear a helmet meeting federal safety standards; all Class 3 bikes must have speedometers.

Allows Class 1 and Class 2 electric bicycles on bicycle paths where permitted by local authorities, but restricts Class 3 bikes from multi-use paths unless adjacent to highways or permitted by local jurisdiction.
