Prohibits dispensaries from selling marijuana paraphernalia that requires combustion (pipes, water pipes, bongs, rolling papers, roach clips) while requiring them to make vaporizers available for sale to qualifying patients.

Requires dispensaries to provide educational materials to patients and caregivers about marijuana ingestion methods, including warnings about health risks of smoking and information on potential health benefits of vaporizing.

Mandates each dispensary appoint a licensed pharmacist consultant who must register as a dispensary agent and provide staff training at least once every 12 months on patient information guidelines, substance abuse recognition, and refusal protocols.

Requires the pharmacist consultant to develop and oversee patient education materials covering side effects, drug interactions, dosage strengths, administration methods, and documentation systems for patient symptom tracking.

Protects pharmacists from arrest, prosecution, penalties, or disciplinary action by the Arkansas State Board of Pharmacy solely for serving as a pharmacist consultant to a registered dispensary.
