Establishes a 5-member Nonmunicipal Sewage Treatment Works Task Force consisting of the Director of the Arkansas Department of Environmental Quality, two Governor-appointed members, the Director of the Department of Health, and a representative of the Arkansas Environmental Federation.

Task force must hold two public meetings to receive oral and written public comment, issue a draft report after the first meeting, and submit a final report to Legislative Council on or before December 31, 2017.

Final report must address findings on location, number of homes served, permittee and owner requirements, receiving stream quality and flow, wastewater operator training and qualifications, and other agreed-upon topics.

Task force must propose a model regulation implementing its findings and recommendations, which the Arkansas Department of Environmental Quality shall petition to the Pollution Control and Ecology Commission to adopt within 30 days of report submission.

Task force expires one year after the effective date of the act.
