Department of Arkansas Heritage shall conduct a feasibility study to determine the viability of establishing an Arkansas Civil War Museum.

Study must assess market factors including demand for Civil War tourism in Arkansas, target demographics and geographic characteristics, and proposed museum locations.

Study must evaluate organizational and technological requirements including management qualifications, staffing needs, and special technology and equipment requirements for startup and maintenance.

Study must include financial analysis covering startup costs, operating costs, potential revenue projections, and possible funding sources.

Feasibility study must be completed by July 1, 2018, with a final report and departmental recommendation submitted to the Legislative Council.
