Repeals Arkansas Code § 6-64-406(b), which previously required allocation of 70% of the first 150 freshman medical class enrollment positions among congressional districts based on population.

Eliminates the requirement that enrollment positions be assigned exclusively to legal residents of their respective congressional districts.

Removes preferences for Arkansas residency in medical school admissions, allowing the University of Arkansas College of Medicine to allocate positions without geographic or residency-based restrictions.

Eliminates detailed provisions regarding state-at-large allocations, nonresident applicant criteria (such as voter registration or driver's license requirements), and preference systems for Arkansas residents over nonresidents.
