Finds that all-products clauses are anticompetitive tactics that suppress competition, artificially influence prices, and deter potential healthcare insurers from entering Arkansas's health insurance marketplace

Declares an emergency and establishes the act becomes effective upon gubernatorial approval, expiration of veto period, or veto override
