Classifies violations of Arkansas Natural Heritage Commission rules and regulations as unclassified misdemeanors with penalties of $25-$250 fine or 10-30 days imprisonment per violation.

Authorizes law enforcement officers to issue citations to and apprehend persons violating commission rules for natural area protection.

Allows the Director of the Arkansas Natural Heritage Commission to seek temporary or permanent injunctions in circuit court without posting bond to prevent violations of natural area protections.

Establishes civil penalties of $500 or three times the value of damages caused (whichever is greater) for violations, with penalties recovered by the Attorney General or commission's attorney and used to restore or preserve natural areas.

Makes technical corrections and stylistic changes to clarify language and references throughout Arkansas Code § 15-20-502.
