Amends Arkansas Constitution, Amendment 98 to clarify that dispensary locations must be calculated from the primary entrance to the nearest property boundary when determining the 1,500-foot distance from schools, churches, or daycare centers

Establishes that cultivation facility locations must be calculated from the primary entrance to the nearest property boundary when determining the 3,000-foot distance from schools, churches, or daycare centers

Requires cultivation facilities to implement comprehensive security measures including appropriate access controls, lockable doors, and security signage to deter theft and unauthorized entry

Mandates that all marijuana cultivation occurs within a fully enclosed structure with solid walls, roof, foundation, and complete visual screening that prevents observation of cultivation activities by sight, smell, light, ventilation issues, or noise

Requires cultivation facilities to maintain detailed operational plans showing storage areas, entrances, security cameras, alarm systems, and production zones; implement visitor logs with identification tags and escort requirements; and install alarm systems that transmit signals to central protection companies or law enforcement upon unauthorized entry attempts
