Amends Arkansas Code § 27-35-210(a)(2)(C) to clarify that no special permit is necessary to transport round bales of hay or animal bedding on a flatbed trailer on non-controlled highways if the load does not exceed 12 feet in width.

Defines "animal bedding" as wood shavings or chips transported in bulk for use as absorbent bedding for dairy, horse, swine, poultry, small animals, and other pets.

Amends Arkansas Code § 27-35-210(j) to authorize the commission to issue special permits for transporting round bales of hay or animal bedding on controlled highways with a maximum load width of 10 feet.

Specifies that special permits for controlled highways shall be issued without a fee or charge and expire three days after issuance.
