Changes petition requirement for board commissioner appointments from 15% of property owners to 10% or more of assessed properties in the improvement district.

Allows property owner petitions to remove commissioners to automatically designate a replacement person who must be a property owner of assessed property in the district.

Requires that a vacancy exists under § 14-88-303 and that petitions designate a replacement commissioner as conditions for removal.

Mandates municipal improvement districts provide notice of all meetings to property owners no more than 30 days before and no less than 10 days before the meeting date.

Requires improvement districts to meet at least four times per year or quarterly.
