Amends Arkansas Code § 27-14-601(a) to allow additional registration fees for alternative fuel and hybrid vehicles under a new § 27-14-613.

Defines "alternative fuel vehicle" as a motor vehicle running on fuel other than petrol or diesel, or solely on electricity, and "hybrid vehicle" as one using two or more distinct power sources including internal combustion engines and electric motors.

Establishes registration fees for calendar year 2018 of $184 for alternative fuel vehicles and $90 for hybrid vehicles, charged in addition to standard registration and licensing fees.

For years after 2018, the Director of the Department of Finance and Administration shall calculate fees by multiplying the 2018 base fee by the Arkansas highway construction cost index for the preceding fiscal year, with hybrid vehicle fees calculated by dividing the alternative fuel vehicle fee by two.

Requires the Arkansas State Highway and Transportation Department to certify the construction cost index to the Department of Finance and Administration by July 30 each year and provide supporting documentation.
