Amends Arkansas Code § 25-19-105(b)(18)-(20) to designate certain records related to public water systems and municipally owned utility systems as exempt from public disclosure under the Freedom of Information Act.

Exempts security-related records including risk assessments, security plans, emergency response records, infrastructure plans, and other information that could compromise system security if disclosed.

Exempts personal information of current and former water and utility customers including phone numbers, email addresses, home and business addresses, and customer usage data.

Creates exceptions allowing authorized persons or entities engaged in planning or construction of projects to access otherwise-exempt information when necessary to facilitate the project.

Updates concealed handgun license records exemptions to specify that applicant and licensee names may be released only as contained in law enforcement investigative or arrest reports subject to public disclosure.
