Removes osteopathy from the list of professional schools eligible for tuition grants, keeping dentistry, optometry, veterinary medicine, podiatry, and chiropractic.

Adds a new scholarship tier for students entering college after July 1, 2017, who demonstrate extraordinary academic achievement, providing up to $5,000 per year or tuition/room/board, whichever is less.

Repeals the Second Effort Scholarship Program (Subchapter 11) entirely, which previously awarded scholarships to top 10 scorers on high school equivalency tests.

Changes transcript submission deadline for scholarship recipients from a fixed June 1 date to a date determined by the Department of Higher Education each year.

Modifies nontraditional student eligibility requirements under the Governor's scholarship program to allow consideration of high school equivalency diplomas and adjust ACT score minimums.
