Creates a 13-member Construction Licensing Law Task Force composed of representatives from contractor associations, engineers, architects, the Contractors Licensing Board, two consumer advocates appointed by the Governor, two state senators, two state representatives, and one Attorney General's office representative.

Task force members serve at their own expense with no mileage or per diem reimbursement, must be appointed within 30 days of the act's effective date, and must hold their first meeting within 60 days called by the President Pro Tempore of the Senate.

Requires the task force to review and evaluate existing construction licensing laws in Arkansas and other states, then recommend proposed amendments to current state construction licensing laws.

Mandates the task force submit its recommendations to the President Pro Tempore and Speaker of the House no later than November 1 preceding the 92nd General Assembly's regular legislative session.

Task force dissolves upon presentation of its final report to legislative leadership.
